How Light Programs Extend Community Connection and Placemaking

As the new year settles in, the sense of community belonging often subsides as cities pack away the visual charm that brings people together. At Downtown Decorations Inc., we believe the transition to January shouldn’t mean a retreat from our public squares into isolated, uninviting spaces. Let’s talk about intentional placemaking: the art of using light to transform physical locations into social destinations, fostering a sense of safety and community connection that keeps our downtowns vibrant and active 365 days a year.

According to the Montgomery County Planning Department, placemaking is a collaborative design concept that empowers planners to bridge the gap between community and the places they share. “This concept goes beyond promoting better urban design principles, placemaking facilitates creative thinking, capitalizes on community assets and contributes to the community’s health, happiness and well-being.” 

When we apply this philosophy to lighting, the results are transformative. Beyond just ‘looking nice,’ strategic illumination signals a space that is cared for and safe. By replacing the harsh, practical glare of traditional streetlights with the warm, human-scale glow of decorative LEDs, we create ‘outdoor rooms.’ 

These spaces naturally encourage dwell time—that crucial window where a passerby decides to stop for a coffee, browse a window display, or linger at a local restaurant. In essence, creative lighting turns a cold sidewalk into a community living room, directly fueling the local economy while the sun is down.

A prime example of this philosophy in action is our work with the Downtown Lynchburg Association (DLA). Seeking to transform the city’s Bluffwalk, a complex network of walkways and overlooks, into a premier winter destination. The DLA partnered with us to design a custom experience that would stand apart from any traditional display.

Through a collaborative process of design, we brought ‘Bright Nights’ to life. By utilizing unique, high-impact products like our custom RGB Skylar’s, illuminated Bellatrix Arches, and custom ‘LYN’ topiary letters, we didn’t just decorate a walkway; we created an immersive journey.

The result was a masterclass in creative placemaking:

  • Opening night saw a 237% increase in downtown traffic
  • And a staggering 1,400% increase along the Bluffwalk 


As reported by Virginia Main Street, the Bright Nights On the Bluffwalk program “resulted in an increase in pedestrian activity throughout the eight weeks, a surge in downtown sales, and a reported increase in a sense of safety with better-lit walkways and pedestrian density.”

This project proves that when you bridge the gap between community and shared spaces through thoughtful design, you don’t just create beauty—you drive unprecedented economic energy when the city needs it most.

As we look toward the future of our urban centers, by investing in permanent and versatile lighting, cities can maintain that “holiday” sense of wonder and safety all year long. Whether it’s through elegant warm whites for a summer evening or programmable RGB displays for local events, the goal remains the same: to keep the heart of the city glowing, no matter what the calendar says.
